Your team is supposed to assist in providing a national strategy for the for the digitalization process in Ukrainian HEIs. To ensure a consistent and uniform approach to digitalization across the country, you are required to develop a comprehensive digitalization framework that serves as a roadmap for the process of digitalization in HEIs.

a) Propose a possible comprehensive digitalization framework that covers different levels of digitalization (e.g., 4 levels) to measure and describe the digitalization progress in Ukrainian HEIs. Also specify specific objectives that must be achieved to advance from one level to another. To describe each level of the digitalization framework, you may want to consider incorporating the following points:

• Organization of COIL courses with foreign universities;
• International online mobility of staff and students;
• Implementation of digital learning tools;
• Qualification of students & educators in 21st -century skills.

To advance from one level to another, universities would need to invest a budget that varies depending on their current level of digitalization and the specific areas they need to improve. The funding should be allocated towards acquiring and implementing necessary technology, training staff, updating the curriculum to align with digitalization standards, etc.

b) Calculate a rough budget one university must invest in advancing from level to level. The West Ukrainian National University can serve as a reference point.
